ESE Policies and Procedures (P&P) Tracker Document


This ESE Policies and Procedures (P&P) Tracker Document is a model resource for college and university LEAs sponsoring charter schools, designed to support the development and submission of required ESE P&P documentation to the Florida Department of Education. The tool provides a structured framework aligned with federal IDEA regulations, Florida Statutes, and State Board of Education rules. It outlines responsibilities for LEAs—such as policy development, program oversight, and data reporting—while recognizing the importance of preserving individual charter school autonomy under Florida law.

The document features a detailed tracking sheet and implementation guide for college authorizers offering step-by-step guidance on building compliant policies in areas such as restraint and seclusion, PBIS, IEP development, Child Find, transition services, and more. It includes recommended staffing roles (e.g., ESE Administrator, Data Reporting Coordinator) and provides a school-based ESE P&P template framework to help ensure each charter school meets statutory and procedural requirements while maintaining flexibility in execution. This tracker serves both as a planning tool and a compliance checklist for LEAs engaged in responsible, student-centered charter authorizing.
