Approved by the Florida Department of Education to be higher education institution authorizer, Pasco Hernando State College (“PHSC”)  releases this, the college’s first, request for proposals to operate a charter school authorized by the PHSC Board of Trustees.   

PHSC embraces the three core principles of authorizing outlined in Florida’s Principles and Standards for Quality Charter School Authorizing.  As such, in its authorizing duties, PHSC will: 

  1. Maintain High Standards
  2. Uphold School Autonomy
  3. Protect Student and Public Interests

To learn more about the review and application process, please download and review the “Request For Proposals” for the January 16, 2026 application deadline.  Applying to a college authorizer is slightly different from applying to a school district, and this RFP will explain what PHSC is expecting to see in the application.
