Summer 2026 Update

On May 27, 2026 the Department of Education released a memo regarding the “Final Expenditure Report for the 2025-26 Salary Incrase Allocation.” Along with the memo was the official form that is required to be used to submit the final expenditure reports for the SIA funds. Districts are required to submit the information to the DOE no later than August 1, 2026. Thererfore, we expect charter sponsors to request the information from their charter schools in the very near future to ensure the reports can be consolidated. Here is the information released by the Department:

The Florida Charter Institute has updated our FCI Calculator to match the reporting format used by the departmetn, and we will host a webinar on June 22, 2026 (register or watch recording after the fact here) to walk through the updated tool and what needs to be done to calculate the numbers that are required on the final report.

Original 2025-26 Information

On August 28, 2025 the Department of Education released information on how to comply with the “Classroom Teacher and Other Instructional Personnel Salary Increase Allocation.” This year, the state has set aside $1.36-billion to maintain and offer additional increases in compensation for public school staff.

School districts are required to submit their plans for these funds by October 1, 2025, and districts must include with their plans copies of all of their charter schools. Therefore, charter schools should expect that districts will be asking for their completed plans mid- to late-September in order to comply with this requirement.

Here are the documents released by the Department of Education:

In addition, the 2025 Conference Committee Revenue Estimator will also be helpful for these calculations:

FCI's Calculator

To help charter schools with the creation of these plans, we have created a calculator to help charter schools calculate the numbers required by the state for the plan. The calculator has been developed in Google Sheets. We strongly recommend that you use the Google Sheets version. The link below will create a COPY of the calculator in YOUR Google Drive account. You will be the owner of the file. FCI will not have access to your file, unless you grant us access after the fact.

If you are unable to use Google Sheets, we have converted the file to an Excel file. This Excel version has not been test as extensively as the Google Sheets version, so as indicated above, we highly recommend you use the Google Sheets version. However, if you require an Excel version, you can download it here:

Walk Through Video

The following video is a walkthrough of how to use the tool in it’s “Beta” version. The final version of the tool will be released by September 9. If you would like to use the tool for testing or to get a head start, use this video to walk through how to use the calculator.

Webinar

On Tuesday, September 9 at 12:30, the FCI will host a webinar about how to use this calculator.
