ELL Plan for College Authorizers
The ELL Plan for College Authorizers and the accompanying Tracking and Planning Guide were developed by the Florida Charter Institute to support Florida College System institutions in fulfilling their responsibilities as Local Education Agencies (LEAs) for the charter schools they sponsor. These documents serve as comprehensive templates for the development and implementation of ELL programs that are legally compliant and operationally sound. They reference key legal authorities, including the META Consent Decree, Florida statutes, and State Board of Education rules, and provide detailed guidance on required policies, procedures, documentation, and communication protocols related to English language instruction.

The model plan outlines the required components of an LEA-level ELL Plan—such as student identification, proficiency assessments, instructional delivery, staffing, monitoring, and parent communication—while the tracking guide walks users through the planning process section-by-section, offering prompts, legal citations, and best practice recommendations.
