This session provided a detailed overview of how Florida charter and private schools can access and manage federal education funding under the Elementary and Secondary Education Act (ESEA). Matthew Wiley and Vincent Scotese explained the difference between charter Local Educational Agencies (LEAs) and district-sponsored charters, outlining the responsibilities and benefits of each model. The presenters walked participants through the process of becoming a charter LEA, developing a consolidated federal program application, managing Title I–V funds, and ensuring compliance through fiscal monitoring and reporting. They emphasized how charter LEAs gain flexibility and autonomy in designing federally funded initiatives—but must also meet rigorous state and federal accountability requirements.
The second half of the session focused on equitable services for private schools, clarifying how LEAs must consult with non-profit private schools to ensure eligible students, educators, and families receive proportional access to federally funded programs such as Title I. Scotese detailed the consultation process, funding calculations, eligibility requirements, and documentation necessary for compliance with Sections 1117 and 8501 of ESEA. Through real-world examples and practical guidance, the presenters highlighted the importance of collaboration, accurate data reporting, and proactive communication between schools, LEAs, and the Florida Department of Education to ensure federal funds are used effectively and equitably to support student success statewide.
