Indicators of Distress
The Indicators of Distress Tool builds on foundational research published by the National Charter School Resource Center in partnership with lead authors Aimee Evan, Hannah Sullivan, and Laura Groth. The original research provides critical insights into common patterns and indicators that signal when a school may be at risk of decline or failure. By systematically analyzing these early warning signs, authorizers, governing boards, and school leaders can gain a clearer understanding of areas requiring attention before issues become deeply entrenched.
Expanding upon this research, the Florida Charter Institute has developed an online survey tool that aligns with the Indicators of Distress. The tool is designed to support stakeholders in monitoring school health and guiding timely interventions. The tool guides stakeholders through possible signs that of areas that the organization may wish to focus on. The tools align with the seven domains in the National Charter School Resource Center’s research—leadership, governance, financial management, talent, culture, and instruction. By using this tool, decision-makers are better equipped to identify specific challenges, prioritize supports, and collaborate effectively to help schools address their unique needs.
If you wish to use the Online Survey Tool, please visit: https://charterdistress.org/. Here is a webinar we did on how on use the tool:

This webinar provides information on how to use the online Indicators of Distress survey tool.
Ultimately, the Indicators of Distress Tool serves as both an early detection system and a strategic resource to strengthen school accountability and sustainability. It honors the foundational research conducted by the National Charter School Resource Center and the lead authors, while providing a user-friendly means for authorizers, boards, and school leaders to foster continuous improvement and prevent school failure.
